John Adams is right but the expense is being taken from the intended goal. There is no attempt to remove the dollars only increase the return. There is no doubt capitalism drives innovations and efficiency, even China realizes this. Antiquated government is everywhere. You give them more technology but they never get more efficient i.e. look at their growth.
