12 Days of Solutions, Day 1: The Penny Plan

Fifteen days out from Christmas, Washington is certainly doing nothing to make sure the American people have the best Christmas present of all – fiscal responsibility and tax reform.
This is not because there is a dearth of ideas. Over the last two years, a number of strong proposals have been put forth that would cut spending and reform the tax code. Others would focus on improving the economy, which would help close the deficit with increased tax revenue.
Over the next 12 days, Tea Party Patriots will be highlighting one plan every day that actually aims to address the federal deficit. The first plan we will highlight is one introduced in 2011 by Rep. Connie Mack (R-FL) and Senator Mike Enzi (R-WY) and backed by over 80 Members of Congress, including Senator Rand Paul (R-KY): the Penny Plan.
The Penny Plan is as simple a deficit reduction plan that exists: Every year, the government will cut a penny from every dollar it spends from non-interest spending. The Penny Plan website explains:
The One Percent Spending Reduction Act of 2011 embodies the principles of the One Cent Solution. Also known as the “Penny Plan” on Capitol Hill, this legislation was introduced by Congressman Connie Mack (R-FL) and Senator Mike Enzi (R-WY) and is currently supported by 71 Members of the House and 13 Members of the Senate. The “Penny Plan” legislation would cap overall spending to fit within the One Cent Solution targets. The legislation then calls on Congress to evaluate all areas of the federal government to make certain that future spending fits under the caps.
Under the One Cent Solution or “Penny Plan”, not all programs must be cut by one percent. Congress may determine that some programs are too critical to cut, but that would require that other programs be reduced more so that the total amount cut is equal to one cent for every dollar each year for six years.
For example, let’s say the federal budget only had three programs, each with an annual budget of $1.00. How might Congress meet the One Cent mandate?
- Congress cuts Program A by one cent every year for six years. That means the annual budget for Program A is $0.99 in year one and then $0.98, $0.97, $0.96, $0.95 and finally $0.94.
- Program B is found to be essential and efficient — Congress chooses not to cut Program B.
- Program C is outdated and needs to be restructured — Congress cuts two cents each year for six years from Program C.
In this example, Congress is able to make program-by-program decisions to bring spending within the One Cent Solution caps. If Congress fails to make those tough decisions, then automatic, across-the-board cuts would be imposed to make sure the caps were enforced. The One Cent Solution is a “belt and suspenders” approach to making certain spending is brought under control and the budget is balanced.
The advantage of the Penny Plan is that it cuts directly from the budget as it exists, instead of cutting from the baseline, e.g. expected future spending. So a cut is actually a cut, not merely a reduction in expected spending. It also caps non-interest spending at 18% of Gross Domestic Product, which is necessary in order to keep spending from exploding.
No plan is perfect, and the Penny Plan will require additional cuts in order to compensate for growing interest rate payments, but the basics are there, ready for anyone in Washington to pick up and run with. Instead, of course, both parties are talking about how much more of your money to take and spend.
Fiscal Bridge Strategy
I think that we should cut budgets by 7% across all agencies. Then make this budget figure stick for 4 years. Then give an incentive for more savings from the agencies like given 50% back of what they saved. For Example an Agency has a budget of $1,000,000.00 and at the end of the year they only spend $900,000.00 they saved $100,000.00 or 10%. The following year they would still get their $1,000,000.00 plus half of what they saved of $50,000.00 for a total of $1,050,000. The other $50,000 would go towards reducing the debt. The only way an agency could get more money for the next year they would have to save a percentage of their current budget. Think of it as Rollover Budget Money like Rollover minutes with a twist.
Let’s resume the tax rate of the Clinton tenure for 4 years for the top 2% earners. Then do fading taxes cut by cutting the tax rate by 33% in the 2nd year, 33% in the 3rd year, and 34% in the 4th year. For example 4.6% rate goes back down to 3.08 % the 2nd year and then 1.56% the 3rd year and 0 back to the full tax-cut in the final year. This is the compromise that will allow you to keep your promise to the American people and it shows that you are working with the members in Congress. This will give Government time to work on tax reform that is in the best interest of Americans.
Encourage every working American to buy Government bonds and give them an incentive by issuing an US Card discount card each year that gives them a percentage off at selected American Retail Stores.
In Summary:
1. Cut all budgets 7% across the board.
2. Set fix budget amounts for all agencies.
3. Give incentive to save more money by giving agencies 50% back of what they save in the next fiscal year allotment.
4. Give other 30% of savings towards the governmental debt.
5. Resume the tax rates pre-Bush tax cuts and then does a fade tax cut by cutting the rate by 33.33% each year. See 2nd paragraph above. Here is a Bi-Partisan tax cut if I heard of one.
6. Institute a US card that recognizes American Bond Holders that can be presented to American Retailers for a fix percentage of all goods.

Raising taxes is not something the Tea Party supports. We only want to spending except on defense as that would hurt business.
Warren Buffett said it best when he said: “If anything, taxes for the lower and middle class and maybe even the upper middle class should even probably be cut further. But I think that people at the high end – people like myself – should be paying a lot more in taxes. We have it better than we’ve ever had it.”
Honorable Patriots:
We have a few things which need to be accomplished before we all become true American Patriots. I have listed some of them in the text below. Before I can align with any organization or individual, these things MUST become reality. I am an armed conservative American Patriot, and there is no room for negotiation. Negotiation is just a way to procrastinate and change the subject at hand. We are facing a financial, racial, civil, and world war. Unless these things are implemented, The United States will implode.
01 Impeach “President” Obama and incarcerate or deport him. He is aligned with the Union bosses and other big money special interest groups. He is a Muslim and Islam has declared war on the United States – what is the reason for putting our enemy in charge of our country and military? He has been proven to have ties with the terrorist matrix so everything he knows, our enemy knows as well. He entered the country and went to college under an assumed name and illegal passport. He is not even an American Citizen. He has increased the Federal deficit more than all other Presidents combined. Obama’s, Liberal’s, and far left Democrat’s agenda is to bring us down from within and make the citizens subjects of a Marxist Dictatorship rather than free men represented by honest men who have our best interests at heart. He ignores the constitution, Congress, The Bill Of Rights, and the people. He lies to the American citizens on a regular basis. I could go on and on, but the heart of the matter is that he is neither eligible, fit, nor has the morals to be “President”. He has the morals of a goat. Repeal all changes to our constitution, laws, personnel, and Obama care – null and void since he has been in power.
02 Disband and make illegal the Unions and electoral college – elect State and federal officials by popular vote only. They buy the Presidency with big money in return for legislation which benefits them making voting a joke. Big money, The Union Bosses, other big money interest groups, and foreign factions are running our country. If the unions were not in power Americans would pay at least 1/3 less for what they buy.
03 Replace the Supreme Court with honest, educated, and unbuyable Judges which are not placed there by bribery and greed. Existing and future corruption must be eliminated.
04 Close and defend all the borders to all immigration, patrol the Mexican border with Apache and Cobra helicopters – illegals make good fertilizer, and deport all illegals and Muslims – again, Islam has declared war on the United States. Let no one in on incoming aircraft or watercraft that is not a legal American Citizen or official envoy. This would help stop the influx of undesirables and terrorists.
05 Eliminate all forms of gun control. Criminals do not acquire guns at a legal store but in the black market. Under gun control, the only people with firearms would be criminals and the Military leaving the citizens defenseless and easily overrun by the Feds. or other potential enemies.
06 We have an oil reserve from the Canadian border through Colorado but are not allowed to drill for it because of the “tree huggers” worries about environmental issues. Oil companies now have technologies to prevent any environment damage. Where would the Middle East be with no American dollar brought in by the purchase of oil? That money could be used to reduce the deficit, and the price of fuel would plummet.
07 Audit Obama and find out where all the extra money, (over $70,000.00 a month), is coming from and find out where the missing trillions of dollars went. Also audit the Fed. And treasury to find out where all the money is wasted and if there is any gold which belongs to us in Fort Knox, and if any is missing, where did it go. Hold those responsible to trial and use punishment befitting the crime. No favors or parole.
08 Legislate no special rights for queers and lesbians. They can keep things to themselves and live by the same rights that those of us who know the difference between the sexes live by.
09 All Americans have the right to work without the bullying of the Unions or requirement to have a card to interfere with that right. Legislate no laws to diminish those rights.
10 Sell no more of our land to the Chinese or any other foreign interests. Buy back any land already sold or void the transaction and run them back home.
11 Vastly downsize Federal Government control and let the States take care of their own territory. Use the money saved to reduce the deficit.
12 Stop printing extra currency to make things look better, it is but a ploy to fool the people and will eventually burst the financial balloon in the near future We already have more paper out than we can back up which is devaluing the dollar.
13 Stop the ridiculous policy of making it illegal to mention the name of God or Jesus Christ or display Christian symbolisms and philosophy. In God we Trust.
14 Stop the removal or defacing of Christian symbols or displays. It is a crime against God and Country.
15 Stop using contractors to accomplish Government projects and recruit the unemployed and welfare individuals to accomplish the work free of Unions and at great financial savings which could be applied to the deficit. The Federal Government got us where we are, now let’s see them get us out using apparently extinct common sense in Washington DC.
16 Tax highly the companies who outsource jobs to other countries and buy cheaply made foreign goods just for a high markup.
17 Freeze all taxes to the 2012 rate on the citizens who make less than $250,000.00 a year for the next four years and possibly extend it from there.
18 Stop paying Congressmen and all other Federal lawmakers after they leave office. It is a job, not a career and make all Federal personnel subject to the same medical and social laws which the people they represent have to live with.
19 Freeze all Government wages indefinitely. Any raises must go to the people and be approved by popular vote only. The better they serve us, the more they will make.
20 Eliminate the concept that we work for you when the fact is that you work for us.
21 Take care of the elderly and disabled. Why should they have to fear that the Government already spent their own Social Security money that they worked their whole lives for, and there will be no more deposits to their accounts? The Government is stealing from the people.
22 Take care of our veterans. They carry the horror of war and death the rest of their lives, yet we don’t thank them, help them reintegrate into society, or help them get jobs when they leave the Military. It is an outrage!!
23 Eliminate all foreign aid. What country comes to our aid when we have a disaster? Let the bastards dig themselves out of the hole. The money which is covertly sent to other countries is just being used against us. Use those billions on the deficit.
24 Ask our people to volunteer to vacation within our borders. Why spend all that money into foreign economies?
25 WE THE PEOPLE ARE COMING AND WILL NOT COMPLY WITH THE OBAMA MAFIA, COUNT ON IT.

Unbelievable! What you stated here couldn’t be said any better! If what you stated were the base principles of a real political party, I would join it in a heartbeat! Hats off and well said to a true Patriot.
I don’t see how this will work.

After the initial 7% cut, the budget for the referenced agency actually increased expenditure from 1,000,000 to 1,050,000. The net result is an increase of 50,000 for this example.
That’s the problem we have now, automatic increases.
I like a 10 percent cut, but will settle for a 7 percent cut. And the next year another 10 or 7 percent cut. And do this every year, year after year, until the govenrment gets back to a size the economy can actually pay for.
No hocus-pocus. Just give them hard numbers. You only get X money to spend this year, and the next year you will get X minus the standard percentage cut. Plan on this certainty.
That is the only solution to this cancerous governmental growth.
Boehner can’t make that happen. He’s too weak. We need to make Paul Ryan the next Speaker of the House.

I’m not a great numbers person but do agree with your plan for easy tax cuts. Congress and the Obama administration must learn to be provident, cut back on flying so much. Drive their own cars or go by train, it is a good time to do a little work or think. They ought to live at least how we live, that is more careful with OUR MONEY, limit trips, lavish parties and alchol cost/consumption( which really should be on their own dollar, not mine). I know that our so called law makers try to win money for pet projects in their own states. They indulge themselves THAT IS not really thinking of so many U. S. hard working citizens that are forced to sacrifice by paying to many taxes every time we do anything or buy the simplest items. Obamas vacations really should be paid out of HIS OWN pay check. His wife should have a strict amount of vacation money closer to our budgets. I think Boehner’s weak leadership in Congress was the root cause of inaction. We waited for the Republican leadership to take charge and move forward, and all we got was concessions to the Democrats and Harry Reid, Obama, Eric Holder, and any other Democrat that felt so inclined to tell Boehner to GFY. Then, Boehner whimpered his way over to the side of the playground away from the bullies and cried.
If we had dynamic leadership in the House, someone who didn’t cower every time the Democrats slapped him on the back of the head, but turned around and punched them in the mouth and stood ready to do a knock-down drag-out fight to defend the Constitution and bring some sanity back into government, we would have felt the energy and been a lot more energetic.

The group will endorse Republican Reps. We need to vet them. We should have these candidates speak and challenge each other. I liked the results of the Republican debates during the primaries. Everyone got exposed. That’s what we need to see. Then, we put the best choice in the Speaker’s chair.
We could arrange this in a week. Have, for instance, three nights of debate. Open forum, timed turns. Moderator does nothing but turn on and off the mike to ensure time requirements. We definitely don’t need the game show format we usually get. Good ole Roberts Rules of Order debate.
We need to talk about the Senate, also. Harry Reid should have been drawn and quarterd in there for all the legislation he obstructed. That didn’t happen.

On April 11, 2011 the House passed Continuing appropriation H.R.!473 for the remaining period up till September 30, 2011. This in total was $1,580,143,853,140.00 for 5 months. $675,223,830,00 for Defense $904,920,140.00 to continue the government for 5 months. Of the 30 agencies within this appropriation 28 required $616,577,935,910.00 for entitlement programs.$246,944,560,322.00 to run the governmen, of this $5,555,360.125.00 for the legistrative branch. The rest for buildongs and other unintelleigable things. SS and Medicare are not entitlments the are unconstitutional mandted contracts. Want to solve a real problem in less time than it takes to sneeze. Just enact legislation, eliminate their special retiremnt programs, take all the funds but it into the social security fund and they get the same as we do. Let them pay for their own medcial insurance and see how fast things come into line. remember always to address your congress person with their correct title, You Lord or Ladyship. just think all bills are written for ALL AMERICANS, then congress passes a separate bill for themselves. i guess they arejust not AMERICAN. Ok, I will concede that this plan is a significant step in the right direction. But, as was said above, no plan is perfect and this one ain’t even close.
It has the virtue of actively cutting outlays, but it ignores unfunded obligations. It does no good to cut today’s spending and then enact programs that add huge unfunded obligations to future spending. Debt is one of those unfunded obligations, unfortunately. If I cut one percent from non interest outlays and add more debt in the same budget, I am simply transferring font-end spending to back-end debt payments. Any workable budget plan MUST address both current spending and debt. This one does not.
Secondly, how are we defining balanced? Granted, getting to a balanced budget, even using the ugly cash accounting currently used by the federal government, would be steps ahead of the present ever-growing deficits, but the term balanced budget mis-states the goal. What we really need is to get the budget into surplus and keep it there until such time as the surplusses(as shown via cash accounting) can be used to pay off the national debt and abolish(not replace) the income tax.
Thirdly, this plan still carries on the idiotic practice of looking only at outlays when doing the budget. Getting the debt paid off abolishing the income tax without replacing it with another tax all start with managing spending back to within the limits of yearly receipts. the Penny plan does not even look at receipts.
Lastly, while I generally like the idea of limiting spending to some low percentage of GDP, remember that GDP is one of the most fudged numbers in DC. Even the Penny Plan, because it doesn’t balance the budget from the outset and assumes future revenue will cover the shortfalls until the budgets balances, depends on accurate projections of future GDP based on highly malleable GDP growth assumptions. If we are going to limit spending and get the budget into surplus most of the time, it should be limited to 90% or so of prior-year receipts. Had we limited spending to 90% of prior-year receipts every year since the end of WW2, we would have had a surplus every year except 2009, assuming receipts came in the same. If we had used one third of those surpluses to pay off the national debt since then, the US would have gone debt free around 1977. If we had used another third to privatize socail security starting then, by 2012, in excessof three trillion dollars would have been deposited into individiual worker retirement accounts and the social security trust fund would be less than 1% of GDP. If the final thirs had been used to reduce marginal income tax rates, the income tax would be under 10%(assuming no changes in the tax system from 1945) or would have been gone in 1989 at the latest(assuming historical tax reforms and rate changes had actually occurred). If getting to 90% of prior-year receipts that were the goal, and the Penny Plan was the means of getting there, I like it a lot better.
In short, this plan is not a great plan, it just looks really good compared to the abominable fiscal mismanagement we have become used to for decades.

In a free country, governments derive their power from the consent of the governed. When the people have very clearly withdrawn their consent for a law, the discussion should be over. If the Feds refuse to accept that and continue to run roughshod over the people, at what point do we acknowledge that that is not freedom anymore? At what point should the people dissolve the political bands which have connected them with an increasingly tyrannical and oppressive federal government? That’s more than anyone else in Congress has done. Paul Ryan stands alone in an area that is critical. Without a budget, we cannot survive.
Obama submitting only 2 budgets in 4 years, and getting a sum total of votes in Congres of ZERO, that’s NONE, NADA, ZILCH, for both of the budgets he submitted of the 4 he should have submitted proves that we have absolutely no leadership.

I can understand that. Although I don’t share your opinion of the legitimacy of Social Security. Although it has been abused by lying politicians beyond any any other program that has ever existed, I do believe it is a legitimate insurance program. A person pays for working-life insurance, and they receive the benefits they paid for. S.S. is a Ponzi scheme that transfers money from people who are working to people who are not working. It is NOT insurance. The Supreme Court ruled long ago that payment of F.I.C.A. taxes, yes taxes, does not create any legal right to receive benefits.
Does that sound like insurance? You pay an insurance company premiums, which DOES create a legal right for you to receive benefits.
The original S.S. law required that F.I.C.A. taxes be used to buy Treasury bonds. There NEVER was a “trust fund”, there was ALWAYS just a pile of I.O.U.s, written by the government, saying it owed itself money. Payments to S.S. recipients were ALWAYS paid from current revenue, which has always been used to redeem the bonds.
It’s not only a scam, it’s a double scam, since the government counted it’s own I.O.U.s as assets in order to mask it’s deficit spending.
Like any Ponzi scheme, those who got in early did very well. Those who got in later did OK. The baby boomers won’t even get their “investment” back. And the young people of today? They probably won’t do anything except pay for the baby boomers. And pay, And pay.
I think that many people should be concerned about “The Federal Defense Authorization Act”. It gives the government the right to detain you and take away your freedom without due process of law. The government claims, it will not be used against the average citizen.

I worked for a county government agency for a short time and the spending was crazy!! They would follow the budget for ¾ of the year and then in the last quarter of the year when they had excess money left from the budget and they would panic and figure out how to spend that money. They would buy new computers, printers, and anything they could to spend that money!!
The reason for this is because of the budget, if they don’t spend the money they were given for that year they get that much less for the next year!!! It is a viscous cycle that repeats every year in all government agencies and it drove me crazy to see the waste that was going on around me.
The fighting within the county was over the top!! The main body of the county had an IT department that cost millions to run. Then many agencies within the county did not like the county IT telling what to do or systems they could run and would go out and start their own IT department and spend millions more!!! Madness!!!
Not only that!!! The government employees get more time off than any private company would ever dream of giving their employees!! The agency I worked for had 45 personal time off (sick/vacation days) and then the office was closed for every holiday you could think of!! That totaled over 15 days each year giving the government employee 60 days (2 full months) per year vacation days!!!
To top this off the government employee does not contribute to their retirement plan as it was provided for free by the agency. And it was the full percentage you were allowed by tax laws, not just a 5% or 10% it was 15%!! Their pay rates are not that much lower than private employment either!!
Now for the insult!! The government employee does not get fired for not producing, they are very laid back and don’t rush for anything!! The work will be there tomorrow is the attitude!!! If someone doesn’t do a great job (meaning they can’t learn how to do it) they simple transfer them to an easier job and they do not reduce their pay if the job pays less.
Every year they get a pay increase no matter what!! I have worked for many types of companies and nowhere have I found benefits like this!! Nowhere have the employees attitude frustrated me more!! Nowhere have I seen so much waste!!
I had to resign as I could not stand working in that environment and could not stand the waste of our tax dollars!!!
Just to think about the waste all the way up to the Federal level as what I described was just a single county in the state of Florida!! Times this by more than 50 counties in Florida, 50 states, and then the Federal government!! It is too much and needs to be stopped!!!
This is where we need to cut the most and the higher the position the greater the benefits!!! Cut government pensions, cut the ridiculous vacation time (like they get stressed and need it??). We should privatize many government functions like fire, police, sanatation and jails. Companies could do all these things cheaper. Police could easily be replaced by security guards. Brian you are 100% right about the spending the budget but there is another spectrum to it. I use to sell IT products to the government and its a very shady and corrupt process. Government doesn’t shop for the best price like the private sector they don’t even care. In order to get your products sold you have to shower the person in charge with gifts. Once you got the contract most company’s would charge 20-30% more than the private sector. It was so shady I had to get out of government and just stuck to private sector.
I worked 10 years in procurement in DC. I spent much of my time in the source selection process. That may be the way it works in the departments you service, like GSA, for example. They are a bunch of lying, freeloading, useless gravy-train-riding leeches. There is obviously no oversight of them, so there are probably bags of money walking through the door there.
In DoD, it was very tight and stringent. If it happened, it was so high up and invisible, there was not a trace of it by the time it got to the program management level.
You have achoice whether to participate or not. Perhaps your ethics are as flexible as the truth is with Obama.
You start by passing Ammendment 28 then lay off everyone that has voted for the tax increases. Next, cut all departments 5% accross the board. Shut down the FED. Change the currency to a gold based system and change the dollar bill to coins. Pass a mandatory balanced budget act for the government and each state if they dont have one. Fire Obama.

I attended a larger than reported event in the cold rain in Maryland at Annapolis city dock and there were either so much more than the promised buses could carry or an effort was made to make us appear smaller. Those programs could have been managed differently. By differently, I mean not by criminals.
TARP was used by the Obama administration to purchase key elements in the financial sector and gain control of the banking industry instead of being used for what it was intended to be used for, to buy up the toxic assets created by the Democrats’ Marxist subprime housing mortgage underwriting program.
Porkulus was managed in a way where the money was steered to Democrat cronies who stuffed the money into their pockets, then declared bankruptcy. We got exactly nothing from Porkulus because of the way it was managed.
Patriot Act only allowed unwarranted surveilence of people documented to be suspected of being in contact with terrorists. Given the reality of the period, and the fact that there were terrorists that had implanted themselves in our country, and (as I understand the Patrriot Act) was applicable to international communication, I reluctantly thought it was necessary. However, I thought it should have had an expiration date and be renewed at VERY regular intervals. If you don’t like the Patriot Act, the NDAA Obama signed that Boehner got Republicans to vote for probably made you pull your hair out.

This is not a solution but just another cause for annual debates. The real issue is we need to curtail committees, organizations, etc. that are now government run and no longer serve a purpose. Our focus should be on limiting FOOD STAMPS to food, requiring able bodied people on welfare programs to produce at least 15 hours of work to secure the money and refuse to provide any support for individuals who fail a drug test. We need to stop rewarding people for not working and if that requires a return to a program similar to CWA, so be it. People in these programs are presently stuck. If they take low paying jobs they lose benefits and can not support their family and there is no incentive to stop the downward spiral.
Acorn, We could solve the entire food stamp problem. Simply have the government rent the labor of food stamp people to private companies. No work no stamps. The free labor would boost the profits of our finest companies.

We need a hard figure of total expenditure limits. Total spending for next year should be at least 5 percent less than this year. If the government is unable to regulate spending and spends all the money before the year ends, the government shuts down until the next year.

The Fed is way too big and I wouldn’t be surprise if a lot of these Federal Agencies have similiar duties thus making them redundent. We need to get back to the basics of limited Federal Government control that the Founding Fathers established in the Constitution. All the rights and responsibilites that use to be in the control of the States or local level should go back there. This should save the tax payers trillions of dollars.
