This bill (HB 384 – see more below) is even scarier than I thought it could be. The State will be able to deduct amounts from Lottery payments and salaries and compensation due to state employees or independent contractors working for the State. It’s hard to think that any payment due a citizen from the State isn’t subject to these new provisions, possibly including unemployment comp and financial aid for college students. Make sure you lower your withholding to a point where you’ll have to write a check each year when you file your IL Tax Return, or else be sure to roll a potential refund into a payment towards the following year’s taxes.
