Cuomo, et.al., to have the SAFE Act condemned and repealed.</p>

<p>If you are planning to attend the oral arguments now set for 9:30am, Wednesday March 13, 2013 at the Albany Court House, we ask you to be well-dressed and respectful of the proceedings. There are no banners or signs permitted in the Court House and there can be no films or recordings of the proceedings without advance permission from the Judge. </p>
<p>If people want to gather outside the Court House, we would request a Silent Vigil. Perhaps a group of you will feel to organize this, (we do not have the time to do this with the demands of the case), as people are expressing interest in coming to Albany. In addition to our U.S. and N.Y. State flags, if there are signs used, we ask that ALL of them convey a single message: OBEY THE CONSTITUTION.</p>

COURT PROCEEDINGS - INDEX 001232-13<br />
On March 7, Plaintiff Schulz motioned the Court by letter, requesting 24 hours to submit a written response to the State's Reply on the Order to Show Cause, which is expected end of day Monday, March 11, 2013. Schulz also requested an oral hearing for Wednesday, March 13, 2013 given the fact that the majority of provisions in the NY Safe Act go into effect on Thursday, March, 14, 2013. Without that request, the Judge would likely have made the decision based on the written submissions.</p>

There is to be a meeting with the Court to determine how best to communicate with the Plaintiffs involved with this case. We are working to put all Plaintiffs who have email addresses onto a CD which the Court and we can use for electronic filing and sending of all briefs and communiques.</p>
<p>It would be very helpful if someone from each County would step up now to be the "Plaintiff Leader." This person will be responsible for contacting all the Plaintiffs in their area, making sure they are kept informed and acting as the main point of contact between us and your County.</p>

<p>On Saturday, February 23rd Upstate Conservative Coalition hosted Saratoga Grassroots Activist Training at the Malta Community Center for 40 patriot attendees. The event was sponsored and underwritten in a very large part by the national Tea Party Patriots organization, with professional conservative speakers from the Leadership Institute. The all day program focused on grassroots lobbying, building coalitions, recruiting and motivating volunteers, the role of social media in online activism, and developing &#038; promoting a conservative message.</p>
<p>The Leadership Institute speakers had all worked in previous Republican campaigns and brought their knowledge and experiences to the group. The team was led by LI Director of Grassroots Coalitions Paulo Sibaja who was Deputy Coalitions Director for Mitt Romney’s Colorado campaign and New Mexico Director of Hispanic Outreach for the Republican National Committee. Paulo was joined by New Hampshire’s GOP Victory Director Brennan Ward as well as Rick Santorum’s sole Iowa Field Director Jake Braunger. All brought their political insights and campaign stories to their presentations.</p>
<p>The event was also attended by Tea Party Patriots eastern and central regional coordinators Diana Reimer and Gregg Cummings, respectively. Diana spoke briefly to group; thanking everyone for sharing their time in support of the conservative movement and explained the efforts and support the national TPP organization offers local groups. The Tea Party Patriots mission is to attract, educate, organize and mobilize citizens to secure public policy for fiscal responsibility, constitutionally limited government and free markets. TPP funded all expenses of the Leadership Institute.</p>
<p>While most attendees traveled from the greater Capital District, Michael Marriam traveled the four hours from Rochester. He commented, “I appreciate your hospitality and the work everyone did to put on the training. You are fortunate to have the community center in Malta. Everyone I met was very friendly and passionate about their causes. I look forward to working with UCC and Tea Party Patriots to do what it takes to restore our civil rights and bring government under control in NYS.”</p>
<p>Michael was no alone in his event approval, Lorraine Morano of Clintondale said, “I enjoyed the food, the information, the other attendees as well as the trainers. Thank you again for making it a fantastic experience.” Attendee David Buchyn of Wilton added, “Everything was fine. Of course all day sitting down listening to lectures can get a little tiring. Location was great for me. Centrally located in Saratoga County. Food and refreshments were more than we deserved. All three speakers were professional and interesting.”</p>
<p>UCC members Wilma Koss and Stacey Fenton handled the daylong refreshments and luncheon for all the attendees. Lorraine shared her feeling of the event hospitality, “Good hosts? That's an understatement. I was recently an attendee at the Association of Towns in NYC. While there, we were invited back to the hospitality suite for lunch. They could NOT compare to what your people put out.” This sentiment was echoed by Ghent resident Lois Dysard, “You were wonderful hosts. The breakfast choices were very nice and lunch was good; it was your own fault if you were hungry.”</p>
<p>The event team was headed by Rick Gutheil and Reimund Manneck, Teddi Smith handled the registration, and Wilma &#038; Stacey were responsible for the food arrangements. The attendees are all looking to put their new knowledge to work for the conservative cause.<br />

CDPAN Community Outreach</p>
<p>The goal of community outreach by Capital District Political Action Network is to mutually grow and develop our grassroots organization through partnerships with like minded conservative groups in the community based on our core traditional values.</p>
<p>Target Community Groups</p>
<p>•Local Seniors Every town and municipality offers and supports senior groups, many with their own dedicated centers. Members of the “greatest generation”, these people are very patriotic and the keepers of traditional values that have been lost in later generations.<br />
 •Youth Groups The next generation is being saddled with the debt and mistakes of our generations and will suffer the loss of personal liberties if we allow our governments to continue to erode our rights as citizens. These groups include 4H, Scouts, church youth groups, and Young Republicans.<br />
 •Church Groups Probably the most traditional groups we can reach out to in our communities, Bible studies, Rosary societies, church youth groups, and church auxiliaries should welcome our message. The government is actively eroding the church’s role in our society and impacting our fundamental freedoms of religion.<br />
 •Charities Service to the community with support of local charities is a demonstration of our core traditional values. Though conservatives are more generous to charities and the poor, we have been painted as cold, heartless individuals only concerned with accumulating wealth which must be reversed.<br />
 •Other Groups Other groups would include sportsman (fish &#038; game) clubs, granges &#038; farm groups, women’s business groups, veterans and so many more associations in our communities. We need to reach out to as many as possible to build relationships and future support.<br />
•Regional Effort Although the primary grassroots organizations of CDPAN are based in Saratoga County, our efforts must reach out regionally to the seven county area of the Greater Capital District and beyond.</p>
<p>“Make Friends by Being a Friend”</p>
<p>•Reach Out with Education There has to be a reason for our outreach to other groups in the community. Most groups have to have an agenda and welcome the presentations of guest speakers for the education and as a motivation for members to attend. We need to make a occasion to present ourselves to others’<br />
 •Teach Others of the Constitution The Constitution is a great topic for lecturing because it is one of our core values that we all know and is not socially controversial. We all have a basic understanding of the Constitution, but first we have to become better informed and study the Constitution ourselves so we can speak with authority. We will develop PowerPoint presentations of the principals of the Constitution and the Bill of Rights, illuminate our lectures with interesting trivia, and engage in discussion of how the Constitution has been subverted by Progressives. A group of CDPAN members will be educated on the Constitution and trained in public speaking.<br />
•Modify the Message Once a core presentation has been created then we can modify the presentation to fit the audience. While the presentation may be simplified for youth groups, a more focused presentation of “God and the Constitution” could be offered to church groups.<br />
 •Change the Message Once the initial Constitution program is developed then other topics can be developed such as Agenda 21 &#038; property rights, or 2nd Amendment gun rights . These programs might be used for property owners, farmers and sportsman groups.<br />
 • An Offering of Friendship We will be the guest of these other community groups. When visiting a friend a good guest will typically bring an offering of food or a bottle of wine. Unless it is sacramental wine for a church group we may be better off bringing an offering of food. While many of our members may not be able to lecture in front of a group, they may be great cooks and can prepare a wonderful pot of soup or bake a loaf of fresh bread to be shared with our new friends at the senior center or with a Bible study group. Cookies, cakes or other treats would be great for youth groups and others. This is a warmer, more personal approach to making new friends of our neighbors. There is a role for everybody in this community outreach.<br />
 •Assist with Their Goals Another approach to community groups is to facilitate their goals. Help out with their fundraisers by promoting their events amongst our members and lending hands-on support. Or lend a hand with repairing or building their facility by picking up a paint brush or swinging a hammer. Again, we can tap the wealth of talent amongst our memberships, and keep them involved by building together. The goal is to build friendships that will be there when we call.</p>
<p>“Good Times”</p>
<p>Outreach should not be limited to education and community volunteerism. Everybody needs a break and enjoyment with friends. This is true for our members and our new friends, so a number of events can be planned just for the social fun of it.</p>
<p>•Popcorn &#038; Patriots There are several services that will allow access to quality films, many with traditional values, that can be enjoyed in groups. These outings can be arranged at local theaters or halls of our choosing. Pass the popcorn.<br />
 •Summertime Sundae Socials What’s better on a hot summer day than a dish of ice cream topped with syrup, whipped cream and a cherry. A simple event to gather families together.<br />
 •We All Need to Laugh We can share a laugh together by organizing comedy nights with conservative comedians at a local venue. A reasonable fee would be charged to cover talent costs but afford us all an opportunity to get out an relax together.<br />
 •Summertime Picnics Using local church facilities or parks, host a picnic with hot dogs and hamburgers, salads, lemonade and cake to sit back enjoy summer and each other’s company.</p>

<p>The NY Legislators are planning to come back in Dec 2012 to raise their own pay and maybe pass other things as well. NYS now has the second highest paid Legislators in the USA they want to be #1 in pay again even though the NYS is broke. They are waiting until after their re-election in the hope the voters will forget in two years when they run again. </p>

<p>Mandate Relief will help reduce local taxes<br />
S5889C/ A08644A -2011 Medicaid mandate relief will initially freezes local Medicaid costs, providing $180 million in immediate local savings statewide. The Senate Actions Jan 24, 2012: REPORTED AND COMMITTED TO FINANCE Assembly 01/20/2012 amend and recommit to health 01/20/2012 print number 8644a  The proposal will eliminate the automatic three percent annual spending increases currently required by statute. Starting in the fourth quarter of 2012, the local share would then be reduced by five percent, providing counties with an additional $75 million -- totaling $255 million in savings for county governments. Between 2013 and 2019, local Medicaid costs will continue to be gradually reduced as the state assumes an increasing share of the burden. The end result would completely eliminate Medicaid costs from county budgets, providing municipal governments with the flexibility to substantially reduce local property taxes. ***Passed** Tier VI Pension Reform takes effect April, 1 2012  in addition to raising the state retirement age to 63 for new employees. It increases the amount deducted from their pay from the current 3% to up to 6% for higher earners which reduces the amount local governments must pay for current pensions. This could provide a little tax relief if local governments choose to pass the savings on taxpayers.<br />
**Passed** the 2012-13 NYS Budget now that it is adopted we will finally find out what is in it and how it will effect local taxes.<br />

<p>S2488A-2011 (Prevent private groups from making lists of gun owners): Relates to pistol permit privacy and makes all personal information regarding pistol or revolver licensees confidential except to law enforcement agencies and to individuals requesting information about a named individual. <p>A5039 GENDA (Gender Expression Non-Discrimination Act -Allows men to use ladies rooms!) You remember, this bill is the one referred to as the "Bathroom Bill", because theoretically, if at the moment a man feels like a woman he will have the right to use the public women's restroom. In the liberal's touchy-feely heart it is meant to stop discrimination against cross dressers and gender confused people. </p>
<p>***Information*** There is no bill for this but one is needed. Route 9 &#038; the Northway are nearing their designed max traffic capacity especially at rush hours. The current proposal is to widen the Northway to eight lanes which cost several billion. A much less expensive solution is a Commuter rail over the existing tracks between from south of Albany to Saratoga and/or a new bridge between the Northway’s twin bridges and the Rexford bridge’</p>
<p>***Information*** The Assembly and the NYS Senate linked NYC Rent control extension to the Upstate &#038; Long Island 2 percent Property tax cap and them to combined them into one bill. Passed both houses in June 2011 now law. For the tax cap if inflation is greater than 2 percent the tax increase can match the inflation rate. (note pension costs and court judgments are not included in the cap) Both parts have a four year sunset clause. School districts must hold a election to override the cap. City, Towns, Villages &#038; Counties only must hold a public hearing in November/December and get 6/10 vote of their town board, city council, County  legislative body, or board of supervisors.<br />

We only 4 days left before the most important election of our lifetime. There is a lot of momentum building on the heels of the Romney/Obama debates. Our endorsed candidates need all the help they can get. We made the difference in the Marchione election and we can again be the x factor in this race. Please take a moment and scroll down and view all of the volunteer opportunities that are available. We have a enough patriots in our group, that if we all make the sacrifices necessary in the next few weeks we can move the outcome of the race by 1 - 5 % which could very well be the difference as this is certain to be a close race. Don't wake up Nov. 7th wishing you did more, wake up proud of what you accomplished. </p>

We only have about 17 days left before the most important election of our lifetime. There is a lot of momentum building on the heels of the Romney/Obama debates. Our endorsed candidates need all the help they can get. We made the difference in the Marchione election and we can again be the x factor in this race. Please take a moment and scroll down and view all of the volunteer opportunities that are available. We have a enough patriots in our group, that if we all make the sacrifices necessary in the next few weeks we can move the outcome of the race by 1 - 5 % which could very well be the difference as this is certain to be a close race. Don't wake up Nov. 7th wishing you did more, wake up proud of what you accomplished. </p>

One of the most important campaign activities that can be done in the weeks leading up to an election is the writing of opinion pieces and letters to the editor in local papers. Most people are hesitant to write these letters because they are either intimidated by the whole process or they feel they don't have the skills to write a good letter.</p>
<p>The UCC is going to hold a 1 night workshop where we can all get together and help each other out writing some letters to support our endorsed candidates. I have submitted letters in the past and it is really a simple process, but first the letters have to be written. If you are interested, please join us Monday October 22nd at the Parting Glass Restaurant/Bar, 73 Henry Street, Saratoga Springs from 7 - 9 pm. We will make it a fun night and a great opportunity to help out our endorsed candidates. If you have a laptop computer please bring it with you, if not a pen and paper will suffice. </p>
