Didnt we do this already? According to Wikipedia “The Statutory Pay-As-You-Go Act of 2010, Title I of Pub.L. 111-139, H.J.Res. 45, enacted on February 12, 2010, is a public law passed during the 111th United States Congress and signed by President Barack Obama. The act reinstated pay-as-you-go budgeting rules used in Congress from 1990 until 2002, ensuring that most new spending is offset by spending cuts or added revenue elsewhere (with several major policy exemptions).” http://en.wikipedia.org/wiki/Statutory_Pay-As-You-Go_Act_of_2010
What does this new bill add?
Well pay-as-you-go should be called Pork-as-you-go. Maybe the term (Honest) being in the title will keep it from being really introduced as legislation.
